10 Volumes Is 3% Concentration?

I live in the philippines and there are two concentrations of hydrogen peroxide that's available in drugstores here. one is 10 volumes and the other is 20 volumes. my question is: is 10 volumes equivalent to 3% that you have there in the states? or is it 10%?

A 3% solution is a ten volume strength, since decomposition of one volume releases ten volumes of oxygen. Ten volume is equivalent to 3% H2O2.
